History of the Chapter Efficiency Index
The Chapter Efficiency Index (CEI) was established during the 1931-32 academic year as a method for evaluating the efficiency of collegiate chapters. The Index has been periodically revised to assist the Fraternity in improving the quality and scope of chapter operations. The Chapter Efficiency Index serves chapters as a tool for reporting activities to the National Fraternity. As a management tool, it ensures quality record keeping and correspondence with the National Fraternity and yields an annual business report of chapter activity for the fiscal year July 1 - June 30.
After major modifications in 2001/2002 to adapt to mainstream technology, the CEI is now an online web-based system with 11 sections of key chapter operations. The total expectation for year-end results is 100 points. Each chapter should strive to obtain 100 points each year. In order to achieve 100 points, each section must be completed in full by the deadline dates. Prior to the 2001-02 revision, the program was based on a 100,000 point system.
Individual chapter officers are responsible for some documents or information required under the various sections and must coordinate their information with the Vice President-Chapter Operations. It is ultimately the responsibility of the Vice President-Chapter Operations to ensure submission of all information to the Central Office.
By Fraternity Law, the Board of Directors reserves the right to review and change the CEI to ensure its usefulness. Any changes in the Chapter Efficiency Index will be published and provided to all collegiate chapters.
